Abstract
The realization of a scientific approach from which to analyze thoroughly the legislative changes and the results of the local elections in 2016 is considered to be of great importance, even two years after the events. In the democratic game, local elections have a role that is highlighted by the popular legitimacy conferred on the mayor as a result of his direct election by uninominal vote in one round, at the same time that local and county councils are elected on the basis of the list, with the president and vice-presidents elected by indirect vote by the county councils.
The present study makes an insight into the legislative framework that underpinned the electoral process in 2016, on the causes that led to the results of the elections, the electoral actions and, last but not least, the institutions participating in the entire electoral process.
